Introduction
This small collection, contained
in a single box, comprises two distinct series: 1) paper records;
and 2) audio-visual records, including photographs and a single
video tape. The paper records cover the Legal Services Corporation
(LSC) during the Reagan Presidency. These records consist
of articles, background papers, memoranda, etc. Of particular
interest to the collection is the inclusion of the Legal Services
Corporation Act of 1977. Also included is the decision of
the U.S. Court Of Appeals D.C. Circuit, in National Senior Citizens
Law Center v. Legal Services Corporation. This was a case
in which an LSC funded program sought to block policy changes
made by the LSC Board. As president, Reagan intentionally
appointed an LSC Board that was destructive toward the very programs
it was charged to advance. The Board did its best to curb
certain types of litigation that were viewed as being too liberal.
The result was the irony of an organization essentially advancing
litigation against itself.
The photographs contained
in the collection include stills taken from the film Day of
Justice, ca. 1977 and various legal services gatherings between
1983 and 1988. Also included in the collection is a video,
National Economic Development & Law Center 25th Anniversary
Report.
Biographical
Statement
Hulett Hall "Bucky" Askew
was born in Atlanta, Georgia in 1942. He earned a B.A. in
History from the University of North Carolina in 1964, and a J.D.
from the Emory University School of Law in 1967; he was admitted
to the State Bar of Georgia in 1967.
Askew's career in legal services
began in 1969 when he went to work in the Office of Economic Opportunity
(OEO) as Special Assistant to the Director of the Office of Health
Affairs. In late 1970 he became Deputy Regional Director
for Legal Services within OEO, and he remained at OEO until 1976.
From 1976 to 1983 Askew held several positions within the Legal
Services Corporation including Regional Director, Deputy Director,
and Director of the Office of Field Services. Since 1993,
he has served as a Clinton appointee to the Board of Directors
of the Legal Services Corporation. From 1983 to 1990 Askew
was the Director of the Civil Division for the National Legal
Aid & Defender Association.
Currently, Askew is Executive
director of the Chief Justice's Commission on Professionalism
and Director of the Office of Bar Admissions of the Supreme Court
of Georgia. And between April 1, 1998 and February 1, 1999,
he served as Interim Director of the Administrative Office of
the Courts for the Judicial Council of Georgia. He serves
on the Board of Trustees of the Lawyer's Committee for Civil Rights
Under Law and on the Accreditation Committee of the American Bar
Association Section of Legal Education and Admissions to the Bar.
He serves on the Community Services Task Force, the Access to
Justice Committee and the Standards of the Professional Committee
of the State Bar of Georgia. For the National Conference
of Bar Examiners, he serves on the Multi-State performance Test
Policy Committee. In 1995 he served as the President of
the Emory Law School Alumni Association.
