Introduction

The papers of L. Jonathan Ross document the struggle for survival of the Legal Services Corporation (LSC) under the Reagan and Bush Administrations.  Concerned with the potential demise of Legal Services, Ross was co-founder of an ad-hoc group called Bar Leaders for the Preservation of Legal Services for the Poor (founded 1986); the group was formed to act as a unifying voice of the organized bar to advocate and lobby for the continued existence of Legal Services.  Both the Reagan and Bush Administrations appeared to be openly hostile toward the Corporation if not the very idea of legal services for the poor.  Both Administrations attempted to undermine and weaken the Corporation in a number of ways, and Reagan recommending zero funding for seven of his eight years in office.  The Ross collection includes the official newsletter of Bar Leaders for the Preservation of Legal Services for the Poor, newspaper clippings, correspondence, position papers and reports, and Congressional testimony.  Some of the subjects addressed in the collection include appointments to the LSC Board, LSC funding, a "competitive bidding" scheme as an alternate form of legal services delivery, attempts to close LSC Support Centers, and attempts to prevent legal services attorneys from engaging in certain types of litigation.

Biographical Note

L. Jonathan Ross was born in Northhampton Massachusetts on November 8, 1942.  He earned a B.A. from Hobart College in 1964.  He was graduated from Georgetown University Law Center with a J.D. in 1967, where he was Editor of the Law Journal; and in 1968 Ross earned an LL.M. from Harvard University.  Ross was admitted to the Virginia State Bar in 1967 and the New Hampshire State Bar in 1968.  Ross served as President of the New Hampshire Bar association, 1985-86, and President of the New England Bar Association from 1986 to 1988.  Ross was Co-Founder of Bar Leaders for the Preservation of Legal Services for the Poor and a recipient of the Arthur von Briessen Award in 1986.  Ross is currently a partner with Wiggin & Nourie, P.A. in Manchester New Hampshire.
